Steuben County Green Party By-Laws
As amended August 20, 2012
The Steuben County Green Party shall be the Steuben County Organization
of the Green Party of New York State. All the duties and powers pertaining
to county organizations according to the Rules and By-Laws of the Green
Party of New York State shall, for Steuben County, NY, be vested in the
Steuben County Green Party.
I. PRINCIPLES

II. MEMBERSHIP
A. Membership in the Steuben County Green Party is comprised of all who
are currently enrolled with the Board of Elections in Steuben County,
NY, as Green Party voters. Enrollment for purposes of notification shall
be determined on February 1 and June 1 of each calendar year.
B. Only members of the Steuben County Green Party shall be authorized
by the Green Party of New York State to elect from their membership officers
of the Steuben County Green Party, and to otherwise officially represent
the Green Party in Steuben County, NY.
III. COUNTY ORGANIZATION
A. The Steuben County Green Party shall be the county organization of
the Green Party in Steuben County, NY, and shall have general authority
and responsibility for the Green Party organization within the county.
B. The Steuben County Green Party may establish such committees as it
sees fit.
C. The Steuben County Green Party shall elect for one year terms from
its membership by simple majority vote at a meeting of the Steuben County
Green Party any officers it deems necessary to conduct Green Party business,
including at a minimum, a Chair, a Secretary, and a Treasurer. It shall
also seek other officers to assist in the building of the party in Steuben
County.
D. These elected officers, plus the Green Party State Committee members
from Steuben County, shall serve as the Coordinating Committee of the
Steuben County Green Party. Such committee shall be the functional equivalent
of the County Committee provided for in state election law. It shall have
the ability to take action in emergency situations, such as nominating
and designating candidates in special elections. The Coordinating Committee
may perform day-to-day business of the Steuben County Green Party.
E. The Steuben County Green Party shall meet at least once a year.
F. A meeting of the general membership of the Party, or the Coordinating
Committee, may establish a regular monthly meeting of the Green Party.
G. A meeting of the Steuben County Green Party related to the nomination
or designation in candidates in a regular election, or the annual membership
meeting of the Party related to election of party officers, may be convened
by the Chair, by a regular monthly meeting, by the Coordinating Committee,
or by a petition signed by 5% of its members. Members shall be provided
notice of any meeting by mail at least 7 days in advance of any such meeting.
A quorum for any such meeting shall consist of five (5) members, two of
whom shall be officers of the organization.
H. All meetings of the Steuben County Green Party and its subcommittees
shall be open to all enrolled Green Party voters of the county.
IV. OFFICERS
A. The Chair shall be responsible for filing all required notices with
the State and County Board of Elections, except those which have to do
with financial matters, or which by law or by party by-laws or rules are
required to be filed by some other officer. The Chair shall be the Presiding
Officer of the Steuben County Green Party.
B. The Secretary shall maintain a list of members, as provided by the
County Board of Elections, updated according to section IIA, and shall
keep the minutes of all meetings of the Steuben County Green Party. Within
ten days after the adoption of any county rule or amendment thereto a
certified copy thereof shall be filed by the Secretary with the office
of the state Board of Elections, and with the county Board of Elections.
C. The Treasurer shall be responsible for the collection of funds for
party purposes in and for the County Organization. The Treasurer shall
see that such funds are properly disbursed, and shall file with the proper
offices and board of elections all financial reports and statements required
by law. In general, the Treasurer shall perform the duties ordinarily
performed by the Treasurer of a political party, and such other duties
relating to financial matters as the Steuben County Green Party may require.
D. The State Committee members from Steuben County shall represent the
Steuben County Green Party on the State Committee of the Green Party of
NYS. State Committee members shall be elected according to the Rules and
By-Laws of the Green Party of NYS and State Election Law.
V. REMOVAL AND RECALL
A. Any officer may be removed from office in the Steuben County Green
Party office by a two-thirds vote at a meeting of the Steuben County Green
Party convened with notice. A recall vote shall be placed on the agenda
for the meeting upon receipt and certification by the Secretary of a petition
signed by 5% of the members. An election held to replace any individual
removed from office shall take place at the meeting at which the recall
vote is taken. If the Green Party of New York does not have ballot status,
the removal procedure set forth in this paragraph shall apply to the removal
from office of state committee representatives.
B. Pursuant to Sec. 2-116 of the state election law, any member may be
removed from membership in the Steuben County Green Party for disloyalty
to the party or corruption in office after notice is given and a hearing
upon written charges has been had. The hearing shall be held by the Steuben
County Green Party, or by a committee thereof established for that purpose,
which committee shall report its finding to a meeting of the Steuben County
Green Party. A two-thirds vote at a meeting of the Steuben County Green
Party shall be needed for removal.
VI. VACANCIES
Filling of vacancies: In the case of death, enrollment in another party,
declination, or removal for any other cause, of an officer of the Steuben
County Green Party , except for State Committee members, the vacancy created
thereby shall be filled by the Steuben County Green Party. Vacancy on
the State Committee shall be filled according to the Rules and By-Laws
of the Green Party of NYS, and NYS Election Law.
VII. VOTING METHODS
A. Voting: All votes of the Steuben County Green Party shall be conducted
by simple majority vote, if consensus is not achieved; provided however
that if an election is for more than one position, then preferential voting
will be allowed; and provided further that all single seat elections shall be conducted
by Instant Runoff Voting. None of the Above will also be a choice in all elections. A two-thirds
vote shall be required for amendments to the bylaws and for
authorization of non-enrolled greens to run as candidates. Upon a call
for consensus, 10 minutes will be allowed for objections to be resolved
after which a vote will be taken.
B. Proxies: Proxy votes are not allowed.
VIII. AUTHORIZATIONS FOR PUBLIC OFFICE
A. Authorizations of enrolled Green Party members for public office on
the Green Party line to be filled by voters of political jurisdictions
solely within the county shall be determined within said jurisdictions
as specified in New York State Election Law, by the Rules of the Green
Party of NYS, and pursuant to Sec. VII.A above.
B. The Chair and Secretary of the Steuben County Green Party shall have
the authority to sign authorization for candidates that have been approved
pursuant to these bylaws.
IX. AMENDMENTS
A. These by-laws shall continue to be the by-laws and rules for the Steuben
County Green Party until they are amended, or new by-laws are adopted
by a successor County Organization, or County Committee.
B. These rules may be amended by a two-thirds vote at a meeting of the
Steuben County Green Party.
